一、科學製定學校規劃
xuexiaoguihuashiyixiangshifenjianjueryouxizhidegongzuo,taduixuexiaofazhanqizhezhiguanzhongyaodezuoyong。shenweiyixiaozhichang,yiburongcididuixuexiaodefazhanqianjingfuyoulingdaozeren。xiaochangzenyangqumiaohuixuexiaofazhandelantu,kexuezhidingchuxuexiaofazhanguihua,qieshigaohaoxuexiaorenli、物力、財力的優化配置,從而實現學校發展目標。筆者認為,校長應注意以下幾點。
(一)明確方向,確定目標
xuexiaofazhanguihua,wulunshichangyuandehaishijinqide,shizongtidehaishifenxiangde,doubixujuyoumingxidefangxiangxing,zongtishangyaobuzhebukoudizhixingdangheguojiadejiaoyufangzhen,fuhejiaoyuzhengcefalvdeyouguanguiding。jutishangyaocongxuexiaodeshijichufa,yaotixianxuexiaodebanxuesixiang、辦學理念、辦學願景和辦學特色。校長要明確方向,在認真調查研究,廣泛聽取教職員工意見的基礎上,製定出學校發展目標。如:學校發展的長遠目標,每一個三年或五年計劃的奮鬥目標、學校德育整體工程建設目標、學校教育教學工作目標、學校基礎設施及綠化美化亮化的目標、houqinyouzhifuwumubiao,qingongjianxuemubiaodengdeng。mubiaodequedingyingzixiaershang,jingguoyidingdezuzhichengxu,xingchengyizhongchangxiaojizhi,budechaolingxigai,suixinsuoyu。mubiaoyijingqueding,yaoxuanchuanguanchedaoxuexiaoquantishishengyuangongzhizhong,shizhichengweigongtongdexingdongmubiao。
(二)分析現狀,因校製宜
在製定規劃前,校長要認真分析學校的人力、物力、財力、周邊環境、dishuguanxidengxianzhuang,yiqiecongxiaoqingchufa,yinxiaozhiyi,zhuzhongkecaozuoxinghetesexing,xiaochangyaolengjingdifenxiweishenmeyaozhidingzhegeguihua,zhegeguihuayaowanchengshenmerenwu、達到什麼目標,分析實現規劃的可能性及怎樣去實現這個規劃,需要采取哪些手段和措施,達到規劃最佳效果;規劃中的每一個環節在什麼時候進行、什麼時候完成。
(三)把握節度,與時俱進
凡(fan)事(shi)舉(ju)興(xing)須(xu)有(you)節(jie)有(you)度(du)。製(zhi)定(ding)學(xue)校(xiao)規(gui)劃(hua)要(yao)講(jiang)究(jiu)分(fen)寸(cun),注(zhu)意(yi)火(huo)候(hou),抓(zhua)住(zhu)時(shi)機(ji),與(yu)時(shi)俱(ju)進(jin)。特(te)別(bie)是(shi)製(zhi)訂(ding)近(jin)期(qi)規(gui)劃(hua)或(huo)單(dan)項(xiang)規(gui)劃(hua),要(yao)準(zhun)確(que)把(ba)握(wo)時(shi)間(jian)和(he)時(shi)空(kong)。俗(su)話(hua)說(shuo):“量菜著鹽,量體裁衣”。時局、時空、條件適度則可行,否則不可強行。這就要求校長要做到心中有數,注意事物發展變化的各種因素的統計和量化,才能製訂出科學、正確、合he理li的de規gui劃hua。校xiao長chang不bu能neng脫tuo離li實shi際ji,憑ping空kong想xiang象xiang,好hao高gao騖wu遠yuan地di製zhi定ding可ke望wang而er不bu可ke及ji的de規gui劃hua。當dang然ran,規gui劃hua具ju有you超chao前qian性xing,但dan超chao前qian不bu能neng成cheng為wei海hai市shi蜃shen樓lou。
(四)全麵考慮,突出重點
xiaochangzainidingguihuashi,yaozhoumikaolvxuexiaogongzuodefangfangmianmian,zhunquezhangwoxuexiaofazhanbianhuadeneizaiyinsujiwaibuhuanjing,zhangwoqiguilvxing,ankeguanguilvbanshi,zhenzhengzuozhuguanyukeguanxiangtongyi。bunengjiangxuexiaosuoyongyouderenli、物力、財(cai)力(li)都(dou)滿(man)打(da)滿(man)入(ru),必(bi)須(xu)做(zuo)到(dao)留(liu)有(you)餘(yu)地(di),要(yao)象(xiang)部(bu)隊(dui)做(zuo)戰(zhan)一(yi)樣(yang),留(liu)有(you)預(yu)備(bei)隊(dui),這(zhe)樣(yang)方(fang)能(neng)將(jiang)規(gui)劃(hua)中(zhong)的(de)每(mei)個(ge)階(jie)段(duan)目(mu)標(biao)和(he)分(fen)目(mu)標(biao)訂(ding)得(de)恰(qia)如(ru)其(qi)分(fen)並(bing)留(liu)有(you)活(huo)動(dong)的(de)餘(yu)地(di)。有(you)的(de)地(di)方(fang)還(hai)要(yao)做(zuo)到(dao)以(yi)退(tui)為(wei)進(jin),以(yi)迂(yu)為(wei)直(zhi)。要(yao)做(zuo)到(dao)德(de)育(yu)、智育、體育、建設全麵考慮,國家、集體、個人利益統籌兼顧,人力、財力、物力綜合平衡。在全麵考慮的基礎上應突出重點,分清主次,要抓住主要矛盾,著力解決學校發展的熱點、難點、關鍵問題。
(五)權衡利弊,揚長避短
每(mei)一(yi)所(suo)學(xue)校(xiao)都(dou)有(you)自(zi)己(ji)的(de)優(you)勢(shi)和(he)劣(lie)勢(shi),校(xiao)長(chang)在(zai)規(gui)劃(hua)中(zhong)如(ru)何(he)權(quan)衡(heng)利(li)弊(bi),如(ru)何(he)發(fa)揮(hui)學(xue)校(xiao)自(zi)身(shen)優(you)勢(shi),避(bi)開(kai)短(duan)處(chu),促(cu)進(jin)學(xue)校(xiao)工(gong)作(zuo)良(liang)性(xing)發(fa)展(zhan),跨(kua)越(yue)式(shi)前(qian)進(jin),這(zhe)是(shi)校(xiao)長(chang)規(gui)劃(hua)的(de)技(ji)巧(qiao)。校(xiao)長(chang)要(yao)明(ming)確(que)學(xue)校(xiao)發(fa)展(zhan)的(de)長(chang)與(yu)短(duan)、利與害、優與劣、強(qiang)與(yu)弱(ruo)不(bu)是(shi)固(gu)定(ding)不(bu)變(bian)的(de),在(zai)一(yi)定(ding)的(de)條(tiao)件(jian)下(xia),有(you)些(xie)優(you)勢(shi)可(ke)轉(zhuan)變(bian)為(wei)劣(lie)勢(shi),反(fan)之(zhi)則(ze)反(fan)。校(xiao)長(chang)要(yao)正(zheng)確(que)認(ren)識(shi)這(zhe)一(yi)關(guan)係(xi),規(gui)劃(hua)中(zhong)找(zhao)出(chu)它(ta)們(men)各(ge)自(zi)存(cun)在(zai)和(he)變(bian)化(hua)的(de)條(tiao)件(jian),以(yi)最(zui)小(xiao)的(de)人(ren)力(li)、物力、財(cai)力(li)消(xiao)耗(hao)使(shi)學(xue)校(xiao)的(de)特(te)色(se)實(shi)力(li)獲(huo)得(de)最(zui)大(da)的(de)效(xiao)益(yi)。校(xiao)長(chang)如(ru)果(guo)能(neng)夠(gou)很(hen)好(hao)地(di)運(yun)用(yong)權(quan)衡(heng)利(li)弊(bi),揚(yang)長(chang)避(bi)短(duan)的(de)規(gui)劃(hua)技(ji)巧(qiao),就(jiu)能(neng)使(shi)學(xue)校(xiao)各(ge)方(fang)麵(mian)的(de)工(gong)作(zuo)在(zai)激(ji)烈(lie)的(de)競(jing)爭(zheng)中(zhong)出(chu)奇(qi)製(zhi)勝(sheng),獨(du)創(chuang)佳(jia)績(ji)。
(六)前後相繼,逐步推進

二、有效實施學校規劃

(二)優化配置,運籌帷幄

(三)強化措施,加大力度

(四)搶抓機遇,善借東風
學xue校xiao發fa展zhan機ji遇yu從cong教jiao育yu形xing勢shi發fa展zhan中zhong來lai,從cong新xin的de政zheng策ce中zhong來lai,從cong重zhong大da的de教jiao育yu改gai革ge活huo動dong中zhong來lai,從cong人ren民min群qun眾zhong的de要yao求qiu中zhong來lai。校xiao長chang要yao實shi現xian學xue校xiao規gui劃hua發fa展zhan的de目mu標biao、一(yi)定(ding)要(yao)搶(qiang)抓(zhua)機(ji)遇(yu),審(shen)時(shi)度(du)勢(shi),把(ba)握(wo)時(shi)機(ji)。所(suo)謂(wei)善(shan)借(jie)東(dong)風(feng),就(jiu)是(shi)善(shan)於(yu)力(li)爭(zheng)上(shang)級(ji)領(ling)導(dao)的(de)重(zhong)視(shi),善(shan)於(yu)求(qiu)助(zhu)於(yu)人(ren)民(min)群(qun)眾(zhong)和(he)社(she)會(hui)各(ge)界(jie)的(de)支(zhi)持(chi),充(chong)分(fen)依(yi)靠(kao)全(quan)體(ti)教(jiao)職(zhi)員(yuan)工(gong)的(de)力(li)量(liang),調(tiao)動(dong)一(yi)切(qie)積(ji)極(ji)因(yin)素(su),充(chong)分(fen)利(li)用(yong)各(ge)種(zhong)機(ji)會(hui),因(yin)勢(shi)利(li)導(dao),乘(cheng)機(ji)立(li)項(xiang),勤(qin)於(yu)彙(hui)報(bao),細(xi)心(xin)疏(shu)導(dao)。例(li)如(ru):校長借示範性學校建設的東風、普及初等教育的東風、“兩基”評估的東風、jiaoyugongzuoliangxiangdudaopinggudedongfeng,quanmianshishisuzhijiaoyudedongfeng,xinkechenggaigededongfengdengdeng。suizhexingshidefazhan,shidaidejinbu,jiaoyufazhanjiangmianlinxuduofazhanjihuiyutiaozhan,meiyicigaigeyufazhandedachaoyidaolai,xiaochangyaozhudong“出擊”,勇yong立li潮chao頭tou,頭tou腦nao要yao清qing醒xing,知zhi覺jiao要yao敏min感gan,眼yan光guang要yao敏min銳rui,行xing動dong要yao敏min捷jie,誰shui領ling先xian搶qiang抓zhua住zhu了le機ji遇yu,誰shui就jiu贏ying得de了le實shi施shi發fa展zhan規gui劃hua的de主zhu動dong權quan和he可ke能neng性xing,實shi現xian學xue校xiao發fa展zhan規gui劃hua所suo定ding的de目mu標biao。
(五)落實責任,注意監控
suoweiluoshizeren,jiushixiaochangyaojiangguihuademubiaofenjiedaoren,luoshidaoren,yaoshizerenrenmingquezijidanfudejutizeren,mingqueneirongheshixian,mingquejiangfacuoshi,mingquezerenzhuijiuzhi。zhidezhuyideshi:責任要明確不能含糊;責任要具體不能抽象;獎懲要客觀、公正、合理、適度,不能隻獎不罰或隻罰不獎,或濫獎濫罰。同時,校長要注意實施規劃每個環境的監控,全麵了解情況,監控在“火候”上,指導在點子上,獎懲在績效上,落實在行動上。
(六)加強領導,宏觀調控
